Determine the nature and substance of the spill. <br />

<h4>2.&nbsp; Select Personal Protection (PPE)</h4>
Select the proper clothing and gear to safely respond to the spill.&nbsp; If you cannot identify the spilled substance, always treat it as highly toxic. <br />

Use socks, dikes, and/or booms to contain the spill and keep it from spreading or contaminating water sources. <br />

All ENPAC Spill Kits fill an important role in the industrial facility by providing a means to cleanup and prevent spilled or leaked hazardous materials from reaching the drain and thus blocking them from entering the water supply.&nbsp; Spill kits also help the operator comply with “Best Practices” and “Housekeeping” requirements of their pollution prevention plans.&nbsp;&nbsp; These features are required in EPA NPDES regulations [National Pollutant Discharge Elimination System 40CFR122.26]. <br />

<br />
A: You should always use a Salvage Drum to ship “...packages of hazardous materials that are damaged, defective, or found leaking...” which of course includes hazardous liquids according to DOT regulations [49CFR173.3 (c)].&nbsp;&nbsp; This regulation goes go on to point out [reference paragraph (c)(2)] that “Each drum shall be provided when necessary with sufficient cushioning and absorption material to...eliminate the presence of any free liquid at the time the salvage drum is closed.”&nbsp; The use of absorbents to counteract the presence of free liquid then, by regulatory definition, changes the liquid to solid and allows compliance with the packaging authorization. <br />
<br />
Packing the damaged, defective, or leaking drum of hazardous material in a Salvage Drum is the only way to legally offer the drum for transport over public roads.&nbsp; It should be noted that it is the shipper’s responsibility to comply with all applicable regulations. <br />

All ENPAC rigid plastic containment and flexible fabric containment products are UV protected through additives formulated into the raw material.&nbsp; The only effect that may be observed in the rigid containment products is that over time the pigment within the plastic will slightly fade.&nbsp; This fading is usually only visible on darkly colored items. <br />

A: YES. <br />
<br />
The SPCC regulation is the national oil spill regulation.&nbsp; The purpose of the SPCC regulation is prevention of oil discharge into navigable waters and related areas, rather than cleanup after a spill has occurred.&nbsp; The regulation generally affects all facilities with at least 1320 gallons aboveground storage capacity, or 42000+ gallons underground storage capacity.&nbsp; The SPCC requires affected facilities to prepare and file an action plan (the SPCC Plan). <br />
<br />
Affected facilities include, among others onshore and offshore drilling, platforms, barges and mobile facilities; fixed and mobile onshore or offshore production; oil refining and storage; any industrial, commercial, agricultural or public facility that uses or stores oil; some waste treatment operations; loading racks, transfer hoses and related equipment; vehicles and pipelines.&nbsp; Fats, oils, and greases (“FOG”) are specifically included in the regulation so even food service enterprises can be affected by this compliance mandate.&nbsp; Even those that aren’t affected directly are finding their municipal governments requiring compliance. <br />

enclosure that is used by a singleconsignor to provide protection or convenience in handling of a package or to consolidate two or more packages.”&nbsp; This literally means that an Overpack is a bigger container into which a smaller one may be placed.&nbsp; There are many reasons for this, i.e., for protection in shipping, for convenience, or just to consolidate packages.&nbsp;&nbsp; </p>

Note that the material of construction or the type of container is not mentioned in the definition so that an “overpack” could be almost anything.&nbsp; Consider the shipment of goods packaged in cartons and packed in
cases, such as hardware items or dry goods items.&nbsp; The cardboard case into which smaller cartons of product are loaded constitutes the use of an overpack (the outer case).&nbsp; Or consider the shipment of several boxes
stretch-wrapped on a pallet, which also constitutes an overpack.&nbsp; The word “overpack” is really just a generic term as can be seen from the regulatory definition above.&nbsp; But the term Overpack can also mean much more. &nbsp;
An Overpack Drum is simply a larger container to hold a smaller one.&nbsp;&nbsp; <br />

Salvage Drums and overpacks may look the same or similar, but only those drums that meet or exceed the Pressure Test performance prescribed by regulations are Salvage Drums.&nbsp; Finally, the manufacturer’s labeling
must state “Salvage” or “Salvage Drum”. <br />

A: YES. <br />
<br />
The Canadian regulation, however, does not have a clear formula for determining required sump capacity for compliant spill containment like the US EPA regulations.&nbsp; Instead each toxic substance has a separate quantity of significance for spills, notification, reporting, etc. <br />
<br />
CEPA 1999, Part 5 “Regulation of Toxic Substances” clearly states that users of toxic materials must “...take all reasonable measures consistent with the protection of the environment and public safety to prevent the release or, ....to remedy any dangerous condition or reduce or mitigate any danger to the environment or to human life or health that results from the release...” of a toxic material.&nbsp; The intent is clearly identical to that of the US EPA regulations.&nbsp;&nbsp; <br />
<br />
Most ENPAC containment products meet or exceed US EPA requirements for compliant containment of 55- gallon drums of hazardous materials.&nbsp; Some ENPAC products only meet compliance requirements for smaller sized containers.&nbsp;&nbsp; <br />
<br />
Finally, most Canadian sources of containment products refer to the US EPA in describing the compliance of the products that they offer.&nbsp; It can be inferred from this that compliance with US EPA requirements will meet or exceed the Canadian standard.&nbsp; Just as in the US, Canadian Provincial regulations could be more stringent than the federal statute.&nbsp;&nbsp; <br />
